CTERA's 2025 survey shows that while 80% of IT leaders prioritize cybersecurity and 61% focus on cost optimization, AI adoption faces significant hurdles including compliance concerns and skills gaps despite high ambitions.

CTERA's 2025 State of Data and Cloud Strategy Survey Report reveals that cybersecurity remains the dominant priority for IT and security leaders, with 80% identifying it as a key focus area for the coming year. Cost optimization follows closely at 61%, while artificial intelligence ranks third at 57%, indicating growing enthusiasm for AI integration despite implementation challenges. The survey, conducted among 300 senior IT and security leaders from organizations with over 2,500 employees, highlights the complex balancing act enterprises face between immediate security needs and forward-looking technological investments.
The findings underscore the pervasive threat of ransomware, with every organization surveyed reporting at least one attack within the past two years. Permanent data loss affected 17% of organizations, while 10% paid ransoms and 14% remained uncertain about how their attacks were resolved. These statistics emphasize the critical need for robust data protection strategies as organizations continue to struggle with complete recovery and restoration of critical information assets.
While AI ranks high on priority lists, the survey reveals significant implementation gaps. Seventy percent of organizations report partial deployment of AI-based assistants, with another 27% in pilot phases, indicating widespread preparation for broader integration. However, ambitions appear to outpace readiness, with 64% of organizations pressured by investors to implement AI for customer experience enhancement and predictive intelligence improvement, while only 10% focus on addressing the underlying skills gaps necessary for successful implementation.
Compliance and security emerge as major hurdles for AI deployment, with 67% of respondents citing regulatory concerns as the primary challenge. Security risks including data exposure or misuse concern 57% of organizations, while data silos limiting AI access affect 45% of respondents. Implementation and maintenance costs present additional barriers for 44% of organizations seeking to leverage AI technologies effectively. These challenges highlight the need for comprehensive strategies that address both technological capabilities and regulatory requirements.
Cloud-first strategies continue to gain traction, with 61% of IT and security leaders prioritizing cloud technologies over private data centers. Leadership alignment varies significantly by level, with 26% of C-level executives strongly prioritizing cloud compared to just 11% of VPs and 9% of Directors. This disparity suggests strategic agreement at the highest levels but more cautious implementation approaches throughout organizational hierarchies. According to Cheryle Cushion, SVP Marketing at CTERA, enterprises are navigating an evolving landscape of IT priorities while trying to balance immediate cybersecurity needs with forward-thinking AI strategies. The survey methodology involved online data collection through Global Surveyz Research, with respondents recruited via a global B2B research panel and screened for organizations maintaining over 100TB of file storage across multiple sites. The research provides valuable insights into how large organizations are preparing for the technological challenges and opportunities of 2025.
