Virginia has implemented significant criminal justice reforms, effective July 1, 2025, introducing stricter penalties for a variety of offenses. Among the notable changes, mail theft has been elevated to a Class 6 felony, drone trespassing over defense facilities is now a Class 4 felony, and displaying Nazi symbols with intent to intimidate is classified as a Class 6 felony. Additionally, assaulting sports officials during events is now a Class 1 misdemeanor.
The reforms also target the spread of dangerous substances, with fentanyl-linked deaths now prosecutable as involuntary manslaughter, and the sale of nitrous oxide devices to minors prohibited. Possession of tobacco and hemp products by individuals under 21 is banned, though without criminal charges. Attorney Cody Villalon commented on the dual nature of these drug laws, noting their potential to reduce harm while increasing legal risks for the accused.
